Clara is a barmaid in Red Mesa, a border railway town. Gentle and reserved on the surface, she is actually a sharp markswoman with a shrewd mind. She learns railroad tycoon Holland, her father’s killer and the robber of her home, plans to force a landlord’s daughter into marriage to seize the last water source. To infiltrate his inner circle, Clara makes a fake engagement first. She strikes a deal with Eli, the cold deputy sheriff: she lures out a wanted gang, and he helps her get close to Holland. Neither knows the other’s secret—Clara is the long-lost female bandit leader *Black Rose*, while Eli is Holland’s illegitimate son. Clara moves among sand dunes, casinos and grand balls: trying on wedding gowns by day, robbing dirty money by night. Eli shifts from using her to falling for her. Together they uncover Holland’s land grabbing and deliberate man‑made drought. Just as Clara obtains proof of her father’s murder, Eli learns her true identity, and Holland exposes his blood tie to Eli. Clara fears her lover will side with their enemy. At last, she abandons pretense and love reliance, returning to fight openly as Black Rose. Eli betrays his father and stands with her. A final showdown erupts aboard a steam train crossing the desert. Clara exposes Holland’s crimes to the public. He perishes in his own explosion. The town regains its water. Eli resigns his badge, and he and Clara guard a new order side by side. No longer a fugitive, Black Rose becomes the people’s hero.
